It is a beautiful "The Green Fuel Economizer"
Mine is only a bronze but it's beautiful, too. This particular medal, designed by MacNeil of standing liberty quarter fame are difficult to find regardless of the composition. I was lucky to get mine.
BTW-the one pictured is silver, one of 1,159 originally minted.

The high price reflects its unusually nice condition. Many of those show wear or damage from handling as they did not go to serious coin/medal collectors.
