I believe it is. And I sure hope I'm right because depending on grade this rare R.P.M is worth $700-$3,000.

1964 D/D FS-501, INSANELY rare.
But the person who will be willing to pay $700-$3000 for it may be even more rare. In any case it probably needs to be authenticated and slabbed to be marketable so check your references very carefully before spending the money on a TPG.

I don't know, but my interpretation is when I can't find more than 5-10 graded by all TPG's collectively, mixed with the price guide for a variety on a modern coin...

Often that's just because it is not a coin that anyone cares about. Notice there are NONE in circulated grades. It's not because they don't exist. It's because no one will pay more than a few bucks for one.
Having ZERO GRADED BY A TPG could mean it is insanely rare, it could also mean that it is simply such a common coin that it isn't worth ever slabbing. I dare you to find a 2015 Lincoln Cent in a VF holder. You will find none. That does not make it a condition rarity.
