VF details, scratched.
I have to tell you that most R4's (including this one) don't carry much of a premium, even when they're very nice and in holders.

Just curious, why does this coin appear to be priced so highly? I look at the PCGS price guide for an 1834 O-120 small date small letters and it is quoted at $265 and the past 2 sales are at $216. The 2 past sales are already slabbed and look infinitely nicer for the grade if you call this one XF. What am I missing for this to be a great value at $450?

Closer to VF than to XF-45. R-4 is considered Very Scarce not Very Rare. No premium for for this rarity level. A 200 dollar coin, IMO, at best.
Just FYI:
An R-4 is not "Very Rare"
and to compare it to a highest graded of MS-64 to say it is very rare is misleading, unless you had a MS coin.
An R-4 is considered "Very Scarce".
High premiums are usual only for R-5 & up.

Put it up for auction and I see it going for a lot less than $200.
Not even close to XF. More like mid-to-low VF with problems including a rim ding and scratches. Value is far below the price stated.
The 1834 O.120 always comes a little soft. It is the second use of the obverse die and the third of the reverse.
Reverse denticles are always very weak or missing altogether. Feathers in the left-facing wing have poor detail. Obverse stars on the left are always flat and Liberty's curls bluntly struck.
It's tricky to grade.
I'd call this example VF35, but not eye appealing. I don't think the scratches are fatal but I doubt the coin would sell for $200.
