Probably, with the damage at the Y. Unless, they believe it to be die damage. Doubtful, but maybe.

They do not like rim damage. Likely details.
To me, the rim damage between the L and I looks worse than the Y. The color near the Y doesn't look "shiny" from a PMD scrape or contact mark. Could it be a planchet flaw or contact marks in the minting process?
Regardless, I like it. Great pictures too by the way.

Based on the damage on the rim at "LI",
there is rim damage @ the "Y" from the
same event/cause.
Don't think that it will straight grade.

If I purchased a coin in a straight-grade holder and received this, I'd be disappointed. For that reason, unfortunately, I see a details coin here.
IMHO No straight grade. The area on the "y" is due to a minor mint error (lamination). What looks like actual PMD is on the rim a 9:00.
Rim damage often gets 'Details' grade.... such a shame, that is a very nice coin. Cheers, RickO
