I was in the 63-64 FB camp too. What about this coin makes it a 60? I think the strike is pretty good. There does appear to be some die clashing on the obverse, but the surfaces are pretty clean, albeit a little orange peel-ish. The mottled color doesn't look unattractive in the pictures. Could this be a case of no luster? Just wondering, I like the coin. Found it on H's website - sold back in 2014 for MS63 (not FB) money.
