Why do rare coins like this end up being sold in foreign countries like France? No paypal so what is the recourse for buyers if there is fraud?

It's being sold in France because it was probably
submitted by the owner in Paris.
There is, and especially used to be, some incredible
rare US gold in France and Switzerland, back in the
'70's and '80's.
When I worked for Numismatics, Ltd., I actually
bought (along with Harry Gordon, the owner) three
( 3) 1870-CC $20's from a local coin shop in Paris.
Paid $7,500 each for two of them, and $8,500 for
the nicer one.
Looks like they take PayPal?

That seller has been questionable before. They have been known to photoshop pictures. I sent a message once asking for a closer picture, and was blocked. Good feedback though, so who knows. Use caution.

IIRC, a lot of U.S. gold coins migrated to Europe after 1933 -- when it became illegal for U.S. citizens to own gold.
And even today, I bet there's still a lot of pre-1933 U.S. gold in Europe.

When I was in France, I was a Sailor in the U.S. Navy...I was not looking for gold coins at that time... though they would have been far cheaper than now...

did you look at recent completed sales? or are you saying they are selling on consignment?
Looking at some of his past auctions and the prices realized he would be taking a pretty good financial beating.
Selling 45K coins for 11-13K and 65K coin for 14K. Must make it up in volume.

I have not seen feeback from the buyers, which is strange because usually people get vocal if they have their hearts set on something like that.

What recourse would a buyer have if they wired money to the guy and didn't get the coin?
Last time he offered some big US coins, I asked to look at the coins in person. Never got a response.

I got scammed once by a U.S. seller with a hacked eBay account... Never received the coin.
Coins would probably have been cheaper than whatever it was you were looking at in France!!

PS: Did the same in Germany.....never looked for a coin but sure met a lot of fraulines.
My higher priced sales do not leave feedback near as often as my inexpensive stuff.
I would think if scammed or delivery of something else, a negative would have been left (unless shill bidding), before asking eBay for refund.

I know I had bid on a rare expensive coin in the past, and after I asked for a few more pictures he deleted my bid and blocked me. Seems like he probably shills most of the time, so gets feedback from that. He might be waiting until he can reel in a really big fish before he pulls the scam.
Or he could have used all the low priced stuff to build confidence with the higher priced stuff; plus there is no way to know if those are legit sales, if the 1861-0 $20 was a false sale, there would be no proof unless a major dealer you know bought it.
