I would be excited about that too. How deep are the mirrors in hand? It is impossible to tell from the photo, but I wouldn't rule out DMPL/DPL.
Or a 66+ with the way the services have historically graded CC Morgans...
I'll go with MS65+ DMPL or PL it's going to be one of them, A very nice pick up.

What you are talking about is referred to as a "halo effect." It is very desirable and not seen that often. Wayne Miller mentions it it his book "Textbook of Morgan and Peace Dollars." I believe it has to do with the basining of the dies. Here is a picture that is a memory for me:

Unless you are selling it I would not even get it graded - the NGC band mars the front of the holder and the PCGS "tomb" looks silly and makes the original box useless.
