Reflections. Those spots are a problem.

Yeah, the cancer makes this a no-go, but those reflections are weird.

I just asked the seller if they are indead milk spotting I will post back here on the board shortly as I am sure he will answer my question.
Good thing is he offers free returns if your not happy with the product.

High graded proof coins have very deep mirrors -> reflections if viewed at an angle
I got a answer back from the seller. It is Milk Spots and he just forgot to put that on the listing. Problem solved!

If it was not like that before authentication and encapsulation, then the damage most likely occurred during the process and is now visible.

There are proof TDOs for 1962 Franklins.
(Although technically they are struck from a doubled master die, which was then double hubbed, resulting in a "tripled die.")
Relatively minor tripling but it's there on LIBERTY, most noticeably.
