I have owned a few coins like this that I absolutely loved the detail but the scratch was always getting in the way. I ended up selling them and moving on.
On a mark such as this I believe it likely impossible to separate the otherwise apparent grade from the injury. I would not accept this on such a common coin.
If you can afford a different one I would pass. If not then call it good enough for now. I would hold off getting it graded until you can afford one without a scratch.

Asking whether it would grade 63 if not for the scratch is like asking Mrs. Lincoln if not for what happened whether she enjoyed the play.
