The 1925-D $2 1/2 can come with a weak strike on both obverse and reverse. Check out both MS65 examples below to compare:

excellent example.....beyond 65 strike will likely come into play..
Not likely to garner anything higher, in my opinion.

Here's a very weak 1888-O Morgan that shows quite a bit of the planchet striations. It's in a first generation ANACS MS-63 holder.
