I was going through my gaggle of 1952 proof quarters and found this. The lines are quite faint, thus difficult to image.
I used to be somebody, now I'm just a coin collector.

My find is not a Superbird.

I have seen these added lines on the tail feathers and WINGS on many Washington Proofs. I never gave them any thought. I looked up the FS coin in your image. You should be able to see the thin, raised lines better than us. The lines on your coin appear to be fat and more offset.
As I wrote, I never gave them any thought and will keep looking so I can post the dates I see. Does your coin have the reengraving in the vertical wing feathers too?
Almost every time a proof quarter die was repolished, new engraved lines were added to strengthen details.
Yes, the wing feathers have been enhanced. I find those on LOTS of proof 25c
