  I've added a lot of question marks as I walked away from that conversation not really knowing what exactly happens? As I was told as a one time courtesy for bringing this to PayPal's attention they would credit me my 60 cents back. Nevertheless if you've done a few eBay cancellations you might want to check your PayPal account.

  The buyer got EXACTLY what he or she paid. PayPal got the 30 cents.

  PayPal charges 30 cents + 2.9% {the percent varies by account type}. On a refund or reversal, PayPal will reverse the 2.9% charge but NOT THE 30 CENTS. Don't ask me why, been that way forever. So, PayPal charges you the 30 cents in order to make up the difference on the buyer refund.

  In other words, if the buyer paid you $1. PayPal keeps 33 cents (30 cents +3%) and they give you 67 cents. If you give a refund to the buyer, PayPal takes the 67 cents, kicks back in the 3 cents for 70 cents, but then takes the other 30 cents from you PayPal balance so the buyer (er...non-buyer?) gets a full $1.

  Yeap...the 30 cents is a nonrefundable transaction fee. All merchants have to pay it whether paypal,creditcard,or whatever.

  There is one way around it if you know you are going to refund someone. Transfer your balance to your bank account except for the exact amount you received on the sale, after that refund them.

  Nope, I have done it a few times and it takes your balance to zero, it does not pull the .30 cents from your bank account either.

  Nope, I have done it a few times and it takes your balance to zero, it does not pull the .30 cents from your bank account either.

  PP can no longer touch your bank account without your permission.

  If they open a case before messaging you yes, both times I have done it was not an Ebay transaction though.

  It's semantics, but they put the funds on hold, rather than reverse anything. From your perspective it doesn't matter, but this shouldn't be confused with the buyer getting their money back before the case is decided.

  This is not true. You may have your account set up to auto refund. You can set it up so not even the return request is automatically accepted.

  My account is set up to automatically accept returns. I have NEVER been charged automatically for a return. In fact, I have to manually authorize the refund after the coin arrives, even though eBay knows the coin arrived.
