Saw this come in at local store. What would you say is a fair price to buy in this condition?
Or if a close call, should I make him grade it?

$150 max -- but very, very difficult to sell.
If i saw that in a 2x2 at a local coin show I would probably consider $300 to $350, mostly because it is the more difficult of the two small date die marriages and is the only one I am missing in my 1842-o die marriage set, but I have had multiple opportunities to purchase higher grade examples and have passed.

Price guides are for problem free, authenticated and graded specimens without any issues. Pricing is difficult with a lot of coins , particularly as they wear down. Are those scratches ? Gouges ? Struck through on both sides ?

There's no struck thru areas on THAT coin !
That coin had a hard life. Now just details are left.
That coin has seen a lot of poker tables, bars, slot machines and other abuse....Cheers, RickO
There are scratches in the coin from ages ago. Of course this happens on the rarest one.
