Clad error?

This is a 2001 New York State quarter. Looks all copper. Is this a clad error? What’s it worth? I am new at this. About three months

    Yeah, dirty for sure but cannot tell from your pics if the clad layer was missing when minted or acid treated afterward, etc.

    Look at the edge, do you see the layering?
