Looks like die deterioration. Through the 50's and 60's it seems like the mint overused many of their nickel dies leading to smudgy details. Can someone post a mint state example of this? I don't have one handy.

Could be common ejection doubling, but I will let the variety experts confirm it as such
I have a few and they have steps. But I have never bothered to photograph them. I fear if I were to give them away, they would end up in MS67FS holders and in top Registry sets.
The more qualities observed in a coin, the more desirable that coin becomes!
