Mint Error or PMD?

Here's an 1819 CBQ that is being discussed on another forum. My first thought was graffiti, but upon closer inspection the lines appear to be raised. Any help would be appreciated.

Our host straight graded it.

It is graffiti. When cut with a sharp blade it creates a raised area next to the cut. It is a common technique seen on old coins.

If I was PCGS, I would buy it back.
That's strange as the lines do look raised. I'm surprised even though they straight graded it that they didn't put something on the slab as to what they thought it was. That makes me feel like it was an error on there part of straight grading
