1901-O VAM-7 Dbl 90 Extra Olive? and question

Local metals place got it for 20 bucks.
Can this poor cleaning job be fixed?
It's two olives, doubled 90, I think. But looks like junk. I can't get pictures of the finer details but I can see them. This coin was rode hard. The color around the 9 and 0 make it impossible to photograph but looks A+ in hand.
It fits all of the criteria listed here. I either can't see or don't know on the bold part.
Any opinions or help appreciated.

Obverse III23– Slightly doubled bottom outside of 9 lower loop. Doubled bottom left outside of 0.
Reverse C4/C3r– Extra olive to right of olive connected to olive branch. Doubling at base of top and left olive leaf clusters, back of lower arrow head and right side of eagle’s nostril and eye. III O mint mark set slightly to right."
Just ask my local B&M if he can dip it for me or is it beyond repair? Which other VAMs to consider?

This is the kind of "cleaning" that was done. The gunk below isn't even removed enough to show the 9 0 and this is 20x loupe under a 10x mag; but in hand it's the first thing you can see.
But nada here.
Would using 274°F superheated water in a contained environment get this gunk off?
Well... I can tell you it will not hurt the coin.... I do not know what the 'gunk' is, so cannot make an informed decision. Did you try acetone? If it is organic, that will remove it.... could take a bit of a soak though. Good luck, Cheers, RickO
