A new master hub was created to enhance the design and all subsequent working dies carried the full step pattern to the minted coins, So no, it is not rare to have full steps in the 19990's. As a matter of fact NGC will designate 6 steps on these modern coins, but does not command much of a premium because they are so frequent.
As stated above, the newer nickels have the step designation so frequently, it is not a special differentiation as it is on the older Jeffersons.... even six steps is not really premium worthy now. Cheers, RickO
