Looks like a regular cent that has been pressed into a lead planchet- kind of. Either that or the photo is mirrored and incorrect.

I'd pay 50 cents as a gag item.
There seems to be good money in 'make your own' errors.

Not really PMD as the host coin is not damaged and the lead "coin" is a counterfeit.

Likely not an uncoated planchet. They weren't making Zincolns in the 1970's.
