Is it possible to have best for the grade without your coin being under graded?

For example, you have a killer AU55 gold coin or early dollar. Can the coin be "perfect for the grade" and NOT be a real AU58?
It seems like my thinking always goes to, 'oh, the coin must be undergraded if is is perfect for the grade.' and I am pondering if that logic is unsound.

I think you can have a perfect for the Grade. Say the coin has light wear it has some marks on the back in the fields and the observe is a nice strike for the issue. It has maybe one distraction that catches your eye within 5 seconds of viewing but not unpleasant. Then I would say it is perfect for the grade.

Considering that the way coins are graded (loose/strict) and the evolution of grading standards over a period of time, from what I see, the majority of coins graded by the four major TPGS's eventually end up perfect for the grade they are assigned.

Absolutely! Many examples have all the characteristics that fit a specific grade.
