What you are seeing on the S and T of STATES is true doubling, but this is MDD or Master die doubling.
The doubling was done on the Master die which was used to make multiple working dies. Because
of this the doubling is seen on many coins from many working dies and hence no premium associated
with the doubling.
When the doubling is on one working die than the number of coins showing true hub doubling is much less and
therefor more collectible.
Good eye in seeing what is a true doubling on the S and T and not machine doubling.

Yes sir, The nothing on the top of the S and the D is what had me thinking it was doubling.

split serifs are double dies, you definitely have it on the top of the S
