Has cac helped the problem of low ball offers on collections?

I had one of Coin World's most aggressive collection buyer advertisers low ball me on some PCGS and NGC certified coins that were good for grade. The buyer said that MS62 coins were only 60, that 65 coins were only really 64 coins and worth a lot less than the holder said. I can maybe see that with really problem coins but not properly graded ones. Are collections with cac stickers still getting the harsh critical analysis like this? I have heard some dealers say they don't "believe in" cac. But they could contact them or major dealers in cac coins, to see what they are paying with the green sticker. In 2017 there is no excuse for dealers buying collections to play games with properly graded coins.
