At first I thought NGC might now be using PCGS type holder for dinky Fractional Gold which Canadian grading services ICCS & CCCS also use.
However when you look into the lower right corner there's a raised PCGS logo

It's a shame it doesn't have a coin in it I like for $1300 as this is far cooler than any Doily label or Black Soap Bar holder :'(

There are plenty of fake PCGS slabs in existence and even without those, once in a while it's possible to pop open a slab without destroying it. This would be pretty easy to counterfeit.
Might be some Photoshop hanky-panky too as the label seems to extend too far downward beyond the label window.
Below is the NGC cert verification scan.
Figuring this was crossed over and as the old slab label travels through every step at PCGS along with the coin something magically delicious happened at the sonic sealing station.

The serrated labels PCGS used in their 2.1 series holder also had the rough lower ripped ragged edge hang below the clear acrylic label opening.
If I recall correctly, APMEX photoshops coins into holders when they put them onto their site. My bet is that they dropped the information onto the wrong template when they were preparing the listing.

Whew with the coin is already in a holder to begin with.
Oh well TomB stands correct as this is just a photoshop error by Apmex's photography department as you can see trace white acrylic on the obverse crop photo.
Shame it's not legit as it would have been the ultimate mechanical error

Apmex used to also have the reverse: an NGC slab with a PCGS label...these two would make a fun type set
