It's a planchet mixture impurity issue as air was trapped making Ms. Liberty seem like a gassy gal

I have a Morgan with a similar gas occlusion on the reverse
...so the gas (air) in that bubble is 182 years old? Maybe it's good that it now resides encased in plastic. Cool coin none the less.

I always thought that it may be possible to 'create' errors like this with the addition of extreme heat. Of course, that trapped gas didn't expand under it's own volition.
She must of "struck" her head pretty hard.
