Yup. No Grade. Someone has been doing naughty things with this coin. After a dip to remove the damage it might still be a decent (but boring white) coin.
These days, Oregon's need a fair amount of hits or slightly subdued luster to get graded all the way down to a lowly 65. Silver commems have really been impacted by gradeflation, which is one of the reasons the series has gone nowhere for years.
If it wasn't for the QT, it would be a 63. Too much going on in the blanket, right leg, and left arm. Can't tell much on the reverse due to the spotted AT.

I realize the coin has been stuffed into an old cardboard holder to simulate an estate sale, but that color isn't natural.

Looks 65/66 but would not grade.
As others have said, it's AT.
Like others have already said; it looks like like a gem coin, but the toning is artificial, so it won't straight grade as is.
I thought 66, but it has "ricko tarnish".
