It's really no different than full head quarters (many of which still have an incomplete shield even if the head is all there) or full step 5c, full bands 10c-both Mercs and Roosies, full bell line 50c etc etc. I'm retired and have the time so just for the hell of it I'll do a strike study on the 1976-P and D 25c as I've done with the Buff 5c. I personally find stuff like this interesting.
However, choosing one small detail on any coin is not nearly as good as examining the entire coin and designating a simple full strike if it qualifies IMHO.
As far as collector demand for these goes I doubt that it will garner much interest, tho.

Here's mine. More fun finding toned ones than those that are fully struck. Mine has some softness in the hair but the reverse is all there.

I conducted a very brief study of "full drum" vs "non-full drum" quarters. For those few who may be interested-
1976-P-40 coins total; 21% had a full drum.
1976-D-72 coins total; 24% had a full drum.
These numbers are, I believe, statistically insignificant as neither seem to be in any way rare with a full drum so it was a very small study which I terminated early. That's compared to 100,000 Buffs; that one started in 2001 and ended in 2013.

Looks like nicely toned coins trump a full struck drum. I can't remember any threads in the time Ive been here, that discuss 'fully struck drums'. Though, how many times are you going to beg the membership here to recognize this as 'rare', when, apparently, by the responses to your multiple threads on the subject (this is not the first one), its not that interesting to many but yourself? Have fun finding what YOU like/enjoy, and just because you don't get many responses, doesn't mean YOU can't enjoy what you like.
I don't foresee the services designating them as FD. That's as likely as the FEB (Full Eagle's Beak) that AH tried to market.
If they won't certify 'em as FD,
maybe they'll call them......FM's,
as in "Full Moons" ....in honor
of one of the greatest drummers

The actual coin in my registry set is this pop 1/0 MS67+. Beautiful coin, but, obviously a weaker drum. Wondercoin
At least it's a full nose.
I have a box of these quarters... perhaps on a cold, snowy winter day, I will look for 'full drums'...unless I am shoveling snow or cleaning guns....

This collector must have known his stuff. These are not from BU Bankrolls... They were put into 6 rolls from a collector who has now passed away.
I remember the bicentennial craze. Hard to believe 40 years went by so fast. I never thought I would "like" the coins, but the quarter and Ike dollars are KA.
I have to go look at mine. I never really looked that hard at the drum.
