No, it looks like machine doubling on the mintmark because it looks like the bottom right edge of the S is raised up. The mint mark is also filled which is very common for 1954-S quarters.
I'm in the MD camp.
If you're talking about the small mark to the left of the mintmark, that might be the bottom of an S. The loop seems to match up. It could be a possible RPM, I don't know if it's even listed.

Yes. i don't know how to apply arrows to point out specif areas .( not yet ) but if someone could mark it on the picture , please do so. I don't want to be the victim of one of those If this guy would've only looked a little closer threads !

are you talking the area to the left of mintmark? I suspect it is a die chip - no RPMs known similar

I think it's a die chip too.
I can see how it may look like the bottom serif of a misplaced S....sometimes we see what we want to see.
