Proof or Mint State???
Seller is clueless. Tried to reason with the guy, but he claims the mint accidentally slipped proof coins into uncirculated sets.

"Proof" is a manufacturing term.
"Mint state" is a grading term.

Some of the '90 (P) cents are remarkably PL and even have square rims.
But the most PL cents are the '88-D mint set issues. A few of these could be mistaken for proofs.
Ha, I remember having a 1990 mint set with a PL cent in it when I was a kid... Not sure what I ever did with it.

1990 seemed to produce several prooflike pieces and even some deep mirror like PL coins across denominations. I have seen several PL quarters and half dollars for 1989-1990.
