Due to being pricey there will always be more 1861 proofs than proof seated dollar collectors. That said it relies on degrees of demand such as type, civil war, silver dollar collectors, proof fans etc. unless more collectors or added levels of demand are introduced I doubt it will budge even if it incrementally rarer than a 1860 or what ever.
