PCGS Questionable Color with an MS 66 grade?

I was browsing ebay and noticed this listing:

The seller writes:
"I recently purchased a group of toned coins from a gentleman and all came back as questionable color - to me they all appear as genuine, most came directly out of albums. PCGS was kind enough to send matching certs for the actual grades of each of the coins..."
Has anyone ever heard of PCGS doing this before? Is it only for big dealers or can everyone request it.
It would actually be interesting if the holder said MS 66 Details - Quest. Color
However, this being two separate labels makes it confusing and leaves the potential of someone using the straight graded label for less than ethical reasons.

Quite possible. The MS 66 label does look more blurred. It is odd though for a relatively big seller to spend time photoshopping labels for $100-$300 coins (they have several more like this one with two labels).
It's not impossible that the labels were mistakenly shipped with the coins. I've gotten some loose labels with submissions that didn't cross with cert numbers...... but no grades on them. Seems odd though. If the label inside the holder says *.91, there is no "actual" grade.
Post PCGS labeling.
Does "Questionable Color" really have the "Q" inside the Secure Plus shield? I've seen it abbreviated Ques. Color to avoid the overlap.

Even if those are genuine PCGS labels with the grades, which I doubt, the cert verification page says questionable color and matches the label inside the slab. That is what matters. This seller is a scammer if he is pulling this nonsense about duplicate labels with problem free grades. I don't care how much feedback he has. Sad.

...when I see anything to do with QC coins out of Largo Florida...I see RED
Just do the CertVerification and this coin isn't MS66
they are very good - on the left you can see the edges of the paper over the questionable in the slab - they also changed the bar codes right in the middle where the grade is.
Anyone who has dealt with our hosts will realize this is a scam......Cheers, RickO

Hardly, the Photoshop on the second label isn't even centered and the bar code on the first coin can be seen in the bottom left corner under the proposed MS-66 label.

If you look in completed listings (not sold listings), it appears that all the Quest. Color coins with graded labels have the listing ended. Either the seller received the message or someone here made the deal of a lifetime on the entire lot
I believe if the entire word is used, then there will be some overlap.
Here is one with the entire word Questionable but without the shield. If the shield was there, it would also overlap with the word.

I don't know if he photoshopped anything but it looks like he just placed the extra insert over the existing one. Looks ok to me but it certainly is strange that PCGS would send them.
Shady as hell, especially considering he has a straight grade in the title.

It is certainly odd. Looking at the coin tough, I am not sure it is AT. It actually looks market acceptable. I don't know about MS 66, it would be closer to MS 65 in my opinion.
What do others think about the color or grade?
It is relisted with MS 66 in the title pretty shady and to me that coin is AT.
