Possible 2016-P High Relief Kennedy Half found in set. Pics Added.
I was able to find the mintages for the 2014 Kennedy Sets. Never mind on that.
While I was getting one of the clad sets ready to dump on ebay, I got confused because the Philadelphia coin is a 2016-P. The coin does look to be high relief, although the hair isn't as well-defined and the surfaces aren't quite as reflective as the "D" coin. Is this just a packaging error, or has anyone reported a high relief coin with other than the 2014 date?
This is messing with my head, because I bought some of these sets in 2014. I did have the coins in 2x2 flips for storage, so maybe the coin came from somewhere else, but where? I'm short one 2014-P and I haven't opened my bags of 2016 Kennedys yet. I will post some pics.
I've added a regular Unc for comparison, and another HR plus the 2016-P that looks like an HR to me:

I knew it would happen.

I believe that recently (2015?) the Mint started striking all JFK halves in HR.
I can't explain how you might have mixed them up, but if you had them out of the cases for storage then the obvious answer is that when you rebuilt the sets you put a 2016 into a 2014 holder.
Ah, I just pulled out one of my 2017 Uncirculated Sets and I see that the halves look the same way - High Relief. I thought that the Mint only did that for the 2014 special sets. I'll have to break open a bag to see if the business strikes are done in HR. I do like the original Kennedy dies better than the more recent ones leading up to the 2014 sets.
Dang, I thought I had a one-off rarity like the Frosted Freedom Plats! (Isn't that why some of us collect?)
Thank-you for the response.
I knew it would happen.
Nice pictures of the Kennedy's.....There does seem to be variation, particularly in the hair details...(sure, that is what I notice... old collector of AH's
