I'd agree. At first, the top one looks a bit nicer (maybe XF) but they both appear pressed or processed.
Lots of folds in the second, without seeing in person I'd say VF, both notes seem a bit liberally graded
I agree, top one might not make it to an XF. But definite high VF, and the bottom one would be right in the middle of the road of VF (25-30) at best.
VF and Fine, I agree, looks like they've had some work.
I hope if you get these notes certified they grade appropriately. I have been burned in the past on uncertified notes so now I rarely buy them without certification.
