Sort of looks like a damaged 1910 s.

Counting machine damage.
I'm in agreement with the other assessments.
It's damage, most likely from a counting machine. You will notice it a lot on cents with a date ending in a 9.
I agree with PMD.... Magnification shows metal movement from behind the 9.....Cheers, RickO

If examined closely even the top loop of the 9 is different from the first nine. And i cannot distinguish any damage in the area. I will try to take closer photos this evening. Thanks for all of your thoughts.

I agree PMD, but not counting machine.......altered date by someone trying to make a 9 out of another number.
