Sure, imho the following are my reasons:
common date so one can wait for a pcgs slabbed coin that is truly original, and naturally toned and with far less hits. zoo me it has a look of a dip and retuning in an album, the white centers bother me. The significant cut on the reverse below the "E' in Dime is hard to ignore and would forever bother me. Too much wear and hits on the reverse especially by rock and shield and breast areas. The toning is basically on the periphery where you can definitely find an example completely toned and nice. For under $200 you could buy a much nicer example and ms example with wonderful original and natural toning and surfaces already in a pcgs graded holder. I would save for that situation. Again since this date is so common you would be wiser to wait for the right one, one that you could invest what you deem appropriate and live with for years to come without thinking about upgrading for any reason.
I must say that you examined the coin far more then I did, and I have it in hand! I hardly noticed the cut on the reverse without a loupe. (I think my picture makes it stand out more). It does not appear dipped to me, and I paid $115. It does have the imperfections you listed, but I like it. It was an upgrade from what I previously had in that location in my album. The last time I passed on a seated coin with a scratch it was a PCGS VF25 1872-s quarter at $2600. 2 years later the same coin auctioned for $4500. And the scratch on that coin was far more severe than on this half dime.
I really like the coin and wouldn't worry about the minor hits since it's a half dime and as such, they won't be distracting on a small coin. Remember, it circulated during the Civil War and who knows the stories of the people who used it in commerce during and after the war. In my opinion the toning is attractive and yes, it may have been dipped at one time long ago and has since nicely retoned. Despite what many think, there are MANY coins in PCGS (and NGC and ANACS and other) holders that have been dipped at one time, but that doesn't necessarily take away from the value or "look" of the coin. Most, if not all, blast white MS coins from the 19th century have been dipped. The problem arises when a coin has been dipped multiple times (each dipping removes some of the natural "luster"). Anyway nice pick-up!
Perfectly nice coin (assuming a fair price for the grade), and if it's an upgrade to a lesser coin in your set, good on ya.
Perfect? No, of course not, all coins below 70 are net graded for their defects. If it fits the context of your set and budget, it's hard to go far wrong with something like this unless you bought it as uncirculated.
If it were a 21st Century Proof coin issued in a plastic case I might judge it a bit more critically, but for a mid-19th Century coin struck for circulation it is very well preserved. Do not let the lack of perfection prevent you from enjoying nice coins!

I like the coin as well. Also appreciate Affords comments. Better to honestly assess a coin and give an opportunity for the buyer to consider a return than to be mere cheerleaders.
Having said that, the coin appears on my smaller monitor as 7 inches in diameter. I recently bought a proof half dime of similar vintage and was bit concerned with an obverse mark. In hand the mark was negligible.

I think it would grade at PCGS.

Looks like a decent lightly circulated Civil War piece, with nice peripheral toning. A perfect piece for an album IMO.
Nice looking album coin. FWIW, If you ever sent it in to our hosts I'd guess it would come back XF45.
