Maybe, maybe not. I've absolutely seen many many PCGS coins with far more serious PVC contamination. Just because a coin is PCGS graded does not mean it will be free of PVC and you can take that to the bank!
Yep, I have one cooking at their conservation service right now. I'm HOPING they will stand by their guarantee as when I checked the glamour shot you could see it, so it didn't turn in the slab. It's a tiny amount and I didn't see it until I took a photo myself. But, once seen and knowing where to look, there it was on the cert photo too.
As for the one in the OP, could be, but the picture is hard to tell from.
The little lump probably is and will come off with conservation. I read on some forum that one of the top four TPGS probably would have removed it for you after getting your permission but I forgot what thread I read it on.
Anyway, I'm concerned about what looks like a greenish streak under the"one." If the coin is a key date perhaps it should have been conserved before slabbing. Unfortunately, if the top two services are each pushing thru thousands of coins a day, they don't have the time to call.
It does not look like PVC... at least not the PVC I have seen before... no doubt it is detritus of some sort... Likely now that you have seen it, it will bother you more and more.... so, sell it or conserve it.... Cheers, RickO

I love the euphemistic term "coin conservation", it sounds so much more regal than all the other equally accurate terms...
Coin conservation - COIN CLEANING, COIN RESTORATION, whatever...as long as the appearance and condition of the coin is improved and further deterioration is stopped WITHOUT leaving evidence of the "whatever was done" is not a bad thing.
If you can tell something was done, the "conservation" was blotched.

Thanks guys, pvc or not, it is distracting to me now. I might eventually just crack it and try acetone...
