This Jefferson nickle lol

Ok. I found this in the bottom of a box. It was marked 10 cents, whiskers with double step. Okay so I figure whiskers are on the front step is on the back. I don't see anything at all haha. I've never heard of this being used colloquially and I've lived and collected coins in many states. It's just a 1963 Jefferson in great shape right? The real pisser is I can't get shots off this surface even reflecting white at it.

Sorry for all the pics but lol what am I missing? It looks like a quite nice 1963 nickel. Did this used to be proof and is why it's hard to photograph? No clue what whiskers/steps is?
