The rule of thumb that I was taught for an off-center to matter is whether or not design elements are missing. Your quarter is close enough to me to be of interest and worth $.25 to set it aside to keep...thought the condition isn't too good.
I might be wrong but the reverse shows possible struck through grease near bottom right of "E PLURIBUS UNUM". It may also just be worn, can't tell from picture.
I always keep coins with 'minor' issues.... just as teaching tools .... Always good for that and for comparing to other coins with similar issues. Cheers, RickO

Appears to be a misaligned die, quite common on quarters of this era.
