Don't one cent coins have limited legal tender status? If so, the DMV should accept only the amount that is legal tender. Stunts like this should be discouraged.

This case from a few years ago came to mind, but it looks like they had to accept the cents anyway.
I'm guessing that this fool was far more inconvenienced than the DMV clerk who has to count them. Agree that this fool is no hero.

They also say "Maximum penalty for misuse of postal property $1000 fine and 3 years imprisonment [18 USC 1707]"
I wonder if the MVA has a coin counting machine or if they can get the bank that handles their accounts to mechanically count them. I can't imagine they will attempt to count them by hand.

I couldn't make out what his beef was - not sure it was legit.
I would have liked to do the same thing a few years ago.
Had a double jet-ski trailer stolen.
It was finally recovered and I had 2 days to pick it up.
When I went to pick it up, there were 2 stolen jet skis on it so the police wouldn't release the trailer to me.
It wracked up $1100 in fines while I wracked my brains and lost sleep trying to figure out what to do.

The star of the video mumbled something about their "foyer" request being denied. Then having to file a lawsuit against the state of Virginia because they didn't turn over some docs to DMV....which caused this guy to waste time to unravel the mess. So what the heck is a "foyer" or "4 year" request? Is that a 4 yr registration?

I think that "foyer" is "FOIA" which stands for Freedom Of Information Act which is a law that requires the government to turn over any document or information (with some exceptions) to citizens that request them.

Back in the early '70's when I lived in Barbados, a friend indicated a confirmed bachelor friend was going to get married.... Myself and another friend bet him $20 that he would not ..... Well, he did... so we paid our debt to the mutual friend in pennies (the English type since it was the legal tender there). I still have the photograph of him with the satchel full....Cheers, RickO

Now what's he going to do with 5 wheelbarrows?
At the end of his shift, a worker who worked in a diamond mine would leave with a wheelbarrow full of dirt. The guards always searched it and never found anything. Finally someone asked what he was doing and he replied, "don't tell anyone, but I'm stealing wheelbarrows."
Supposedly, all he wanted was to inquire which of his four DMV addresses he must register his son's newly purchased car, and got a run around. What's new?
My brother gave my sons the Moped he bought in 1976 which sat in my parents shed the past few decades. I paid $350 to bring the thing back to life in 2009. The DMV here requires a title in order to register, which for mopeds were not required here in the 1970s...Went to 3 DMV offices and called the state DMV, filled out a 15 page form, talked with 2 supervisors, provided all the information they requested, and still couldn't register. Didn't have a bill of sale. ("Maybe you can call the company?" Are you kidding?!!!) Provided a notarized letter from my brother, still couldn't register. Gave up, much to my boys' disappointment, leaving it to sit in my garage.
Fast forward to 2015...with my second son heads to school in Michigan; we bring it out there hoping that he can get it registered there. Son goes down to DMV, fills out a simple form, just provides the serial number, registers, gets his license plate, and is off in less than an hour. (and I paid another $200 to get the thing running well again). Now that it's legal in Michigan, all I have to do if he eventually brings it back to NJ is go to the DMV with the Michigan documentation.

Being a Virginia tax payer, I would love for him to be charged a counting fee for the intentional inconvenience, so that the rest of us don't need to pay it. His target is DMV, but they are all being paid for their time, and the rest of us suffer a lower level of service cause they are busy counting pennies.

Really? I get a notice in the mail that I need to renew my registration. I go to their web site, enter my VIN, pay online, and the new sticker comes in the mail. Maybe they are not such an unorganized bunch as you say.
