I'll be honest, I haven't a clue. I find the smaller denominations are often harder to differentiate between PF an PL BS.
My first impression is strongly BS.

I've lost several coins due to people sending them in regular envelopes.
It was in the larger envelope which is padded, but the entire package was completely flexible, so the jaws of a counting machine would've done it in!
No rim ding though.
