If you want collecting of modern coins to prosper I'd suggest ending all mintage/sales reports until 60 day after end of an issues sales period.
Secondly all coin sales for a specific year should end on Dec. 31st or 3-6 months after introduction of coin whichever is later..................remaining bullion coins should be melted and remaining clad coins INCLUDING commemoratives released into normal circulation......proofs and all..........

It costs money to melt them, too. They also have to cancel them before sending them away. That costs money.
The government has never been run like a business.... Therefore, logic and reason are not strong components found in the decisions or practices employed. Cheers, RickO
