That is what the pop report shows, but remember that many (or even most) bulk submitters will only have the 70s graded and ask that coins grading 69 and lower just be returned raw. So to get 250 coins grading 70, perhaps 500 or even 1000 coins or more could have been submitted... just don't know what the real ratio of 70s is but I would bet just about anything that it's not 90% or so as the pop report currently suggests.
