  Yes, many times. Pluses are still scarce but I believe they can be had with any service.

  I've had a ton of coins come back either plus or a full grade higher. I usually buy a coin and send it in for regrade and true view (i just PCGS secure everything. My success rate has been very high.

  Thank you to everyone who replied. That is good information to know. I've gotten some upgrades, but no plus designations on upgrade submissions yet. We'll see what the next one brings.
