Does PCGS grade MS 30 coins? Seriously

I just went through quite a few mint state kennedy halves. The minting quality is so bad
on some of these you can hardly tell what the design is. So, if someone sent one of these
in to PCGS, would they actually put MS 60 on the holder?
Where is the quality control?
