  It almost looks like a lamination, but that close to the edge makes me think it's a fin that's rolled over and spread out due to wear. I don't know.

  It looks like a folded over "wire rim"...the metal that can get squeezed between the collar and the die.
  
  
  
  Seems odd that it would involve that much of the coin...those wire rims usually only cover a limited part of the circumference.
  
  
  
  Also would be odd that it would be so fully retained and folded...

  Wire rim (finning) that has been folded over during use. (counting machines with rotating tables will peen the excess metal over onto the devices)
