but then why does this issue only affect part of the coin and not the rest?

Seems odd that it would involve that much of the coin...those wire rims usually only cover a limited part of the circumference.
Also would be odd that it would be so fully retained and folded...
(Basically, I'm trying to talk myself out of this theory).

Wire rim (finning) that has been folded over during use. (counting machines with rotating tables will peen the excess metal over onto the devices)
