    I'd call it a doubled-die...if not some sort of counterfeit.

    I do not think t is a doubled die because I do not see any notching of the serifs, specifically the TE of UNITED where the doubling appears just as strong as the date. It could be re-engraving, but my first instinct is that it is either mechanical / ejection doubling or a form of Longacre doubling. The latter tends to occur on fatigued dies, and the large die crack above the A in STATES tells me this die was very tired.

    Machine doubling. See how the doubling marches on the legend and the date, which were put into the die during separate processes.
