I have a coin listed with a $1650 BIN. I get a message from one of the nice people on eBay:

So I send an offer of $1610 and he buys it.
Then I get an email from PP saying the payment is under review and they'll let me know within 24 hours if I should ship or not.

Within a span of 8 minutes I get 5 messages from him:

eBay sent a cancel request and I agreed so I got my fees back.
Then I get a new message from him:

Now that I have his email address since he was a buyer and PP already put a hold on his payment, I'll let him buy it direct with payment with US Postal Money Orders.

It's fun dealing with the nice people on eBay.

US postal money order can be counterfeited or stolen, too. So, be careful.

Too many mistakes, accidents, and negative words in his messages for ME to feel comfortable selling a higher priced coin. A few hundred... sure, not $1650.

+2, I've had my share of these buyers and as Rosann-Rosanna-Danna says, it's always something.

He's in Central Time. His first offer was a 4 AM CT.
I responded at 10:30 AM CT and he bought it a few minutes later.

I haven't heard back on the money order deal. Maybe he's sleeping it off?

I'll give him a couple of days before relisting it.

Hard to make any sense out of this, but sounds to me like he had meant to use the PayPal credit option vs regular. He would have had six months to pay, without interest using the credit option vs with regular any deficit will be pulled from his bank account.

There are very few times I've needed to sell a coin badly enough to consider a deal like this. I don't do drama. I've unwound plenty of deals when things started to go fishy, even on the BST here.

He might be legit - many wonderful people have language difficulties. That said, the odds of problems are high here, and I'd be reluctant to take the gamble. I'd want cash-in-hand, then ship. The various seller "protections" that exist with this particular auction venue don't give you much of a safety net.

Sounds bizarre, and I could barely even understand what he wrote. I would avoid him, personally.

Seems like the dude had a genuinely difficult day. I applaud you for being so nice to the buyer, but I do agree that the necessary precautions for a succesful transaction should be taken image

My understanding is that he wanted to do Pay After Delivery.

Instead checkout went with the default of using his PP balance and the remainder with an instant transfer from his bank account. And he doesn't have the funds in his bank account right now.

That seems like a mistake that could easily happen.

The transaction has been canceled on eBay, so if he wants to send a USPS money order I can cash it at the Post Office and ship it the same day. It saves me $148 in fees.

Since he wanted to use the Pay After Delivery, that means he doesn't have the money today. My opinion is he shouldn't be spending $1600 on a coin then, so maybe it worked out best for him.

BIN of $1700 sounds in order. Then , you may even fare better.

You're good if you wait til cash is in your account. Don't ship until that's a fact.

I heard from him last night and he is looking for his money.
I explained PayPal has it on hold during their review and it never posted to my account and he needed to call PayPal.

This morning I get emails from him and eBay. Because PayPal placed a hold on the funds while they were reviewing it, there was a disconnect between eBay and PayPal and when I canceled the transaction on eBay, PayPal didn't cancel the payment.

I see the money posted to my account so I issued him a refund.

I didn't mention buying it with a MO since he shouldn't be buying a $1600 coin.

We have been reviewing your transaction for item # . We have noticed that the buyer < />, had asked you fro a cancel transaction. Normally when a cancel transaction is completed it will send any payment the buyer made back to the buyer. In this instance it did not. We are reaching out to you in order to ask that you please issue these funds from PayPal back to your buyer.

I know this is a confusing situation and appreciate your willingness to work with your buyer. It’s great selling practices like this that make eBay a great and safe place for online transactions.

Dont send him anything. This whole thing seems way to scammy for me.

Wait for ebay/paypal to resolve where his money is.

If the buyer didn't have funds in a bank account like he claimed, I don't see how Paypal could get funds from his bank to pay you, unless he has an agreement with his bank to make a courtesy payment for him and ding him for NSF fees as part of that agreement. It appears to me that he is going to get nicked with an NSF fee from his bank, even though the money is being returned to his bank thru your Paypal refund.

I verified it was in my eBay messages and saw the PP transaction went from Do Not Ship to have a Seller Protection Eligible and the funds were in my account before I issued a refund.

I still have the coin and the buyer has his money back. Because PP flagged the transaction (I don't know why) it didn't get undone automatically when the eBay transaction was canceled.

    It's legit.

If ebay appreciates your business so much, they would cover the transaction in your behalf to be resolved later, rather than asking you to do it.

In this guys defense, though agreed he shouldn't be buying a $1650 coin, I recently had the same thing happen where Ebay decided on their own, that my primary method of paying with paypal balance first was no longer my default. They changed it on their own that my bank account was first option all of the sudden. I use a little holding account for Ebay knowing damn well not to trust them with my primary account so the bank account had no money in it at the time, but I had several hundreds in my paypal balance. Well my $8 Netflix and a $15 background check subscription that I have been paying out of PP balance for a year now, suddenly came out of an empty bank account causing overdraft fees of $70 for $23 worth of purchases. Paypal/ebay has the tendency to do this kind of thing over the years and it seems to always screw a lot of people one way or the other.

That email from ebay seems odd. Typos, weirdly worded and lengthy sentences, and a request to m2m message the buyer (not even sure what that means-- member to member?).

The situation that the OP was involved with is not one that comes up very often. In this case, eBay does not have a pre-written script for the case reviewer to send, so the reviewer has to generate her own message.

This is likely why it doesn't sound "official".
