Purchased older GEM Silver eagles - noticed some flaw

I wanted to get your opinion on a recent Silver eagle purchase I made. I have been filling in some back dated issues for a set of Silver Eagles my grandfather hooked me on. I received them in the mail today and I noticed a few flaw. Mainly:
-In some cases boxes are damaged (writing on the boxes and surfaces removed)
-Edge reed partially oxidized
-A few milk spots and staining
I know that some of the early issues had sealing issues and are older so the oxidation is likely par for the course. I was wondering what the opinion on what would an excessive level of damage would be to the boxes and staining/milk spots.
Any thoughts are very appreciated.

Are you buying just a date, or are you buying an encapsulated, graded coin?
Coins will turn inside the capsules.
It is advertised as packaged in the US Mint packaged box with the COA.

If they are advertised as GEM, I don't think they should have milk spots.
