1970-D Double Cud Jefferson with other Problems - PMD?

Here are images of a 1970-D Jefferson Nickel with obverse double Cuds but the coin also has other problems that I can't determine the cause. Note the pitting near forehead and the nose that looks broken. Reverse shows pitting (damage?) lower left from Monticello to UNITED. Welcome opinions on this damage - PMD or mint error?

Don't think it's damage it's fragments of the broken die struck through

I would say that there is a good chance that that is correct, though I would want to see the piece in hand to be sure.
