Crossover Guarantee Premiums

I've read a number of threads on the topic of PCGS Crossover service but have not once seen any reference to the 1% guarantee premium. Is this new? $3 on a 300 coin is not bad but on 10K-40K, that's $100-400 added to the crossover fee.
Time to clean house and finally sell some of my 40+ year collection, (a large part is really a hoard). Raw coins are under $300 but have 160 ANACS small white holders (all graded in 1993) that were very conservatively graded. A number of the Indian $2 1/2 are graded MS 61,62,63 that are undergraded by two grades
Do I use the Crossover service and pay the premium or crack them out? I also wonder if graders are influenced by the grade on the holder and reluctant to jump two grades ?
I sent a 1799 dollar for reconsideration and grade improved from MS 62 to 62+, and but still feel it's a highend 63! It was just too expensive to take the chance that some negative issue showed up. Do I now wait a couple of years and send it in again?

I'll just answer this part for the moment. Here's how I look at it (and, I have gone both ways with the answer and gotten rewarded and beaten up)......
If they come back in a GEN holder, or lower grade than they went in, how would you feel? If you are ok with that, do it, knowingly. If that would be a problem, submit in holder.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment
PCGS is conservative with crosses. You will be disappointed. But once in PCGS slabs you can use the regrade service for fair shakes.
If you crack them you will fight for problem-free holders, and might suffer.

Especially believing that the old small Anacs holders are 2 grades undergraded. I have owned hundreds of them and nope. In fact many go down a grade.
It was a gamble that I had to take to house them in PCGS holders...and TrueView them.
