Collectible Coin Protection Act - Amends the Hobby Protection Act to make it a violation of such Act for a person to provide substantial assistance or support to any manufacturer, importer, or seller if that person knows or should have known that such manufacturer, importer, or seller has engaged in any act or practice that violates requirements for plainly identifying imitation political items or imitation coins and other numismatic items.
Provides that if such a violation also involves the unauthorized use of registered trademarks belonging to a collectibles certification service, the owner of such trademarks shall also have all rights provided under appropriate provisions of the Trademark Act of 1946.

It also addresses the fake slab issue by addressing certification company trademarks.
If this passes, it will be interesting to see what effect it has.

Daniel Carrs products aren't counterfeit. they are overstruck. they are damaged, defaced, altered etc but they started out as genuine US coins and thus cannot be considered counterfeit
ironically, the legislature that the OP refers to is already mentioned in my link. the fact that it currently doesn't seem to do any good, makes me wonder how a new law will be any different. the laws only apply to the honest people, the thieves don't concern themselves now why would they with a new law ?

I think this is part of what the law is seeking to enable as there is a focus on people assisting manufacturers, importers, and sellers. I don't believe "assisting" was explicitly called out before. Regarding overseas sellers, even though it's hard to target them there, the new law may enable the law to target importers more effectively.

Perhaps selling can be defined to include placing into the stream of commerce to wake up certain entities that have become part of the problem
